Authorizes the New York state energy research and development authority to conduct a study on improving high-performance efficiency in commercial office buildings.

Defines "commercial office building" to include general office space, professional offices, administrative offices, governmental offices, mixed-use offices, financial institutions, medical offices, sales offices, contractor offices, non-profit offices, city halls, and call centers or data centers.

Defines "high-performance efficiency measures" to include cost-effective energy efficiency measures that provide energy savings equal to or greater than installation costs and cost-effective water efficiency measures.

Defines "separate spaces" as areas within commercial office buildings leased or occupied by tenants pursuant to written agreements.
