Adds new subdivision 5 to section 2825-a of the public health law requiring agreements to include a schedule for issuing requests for applications, receiving applications, and awarding grants.

Requires a description of procedures for determining grant amounts awarded to each applicant and how grants will be distributed, administered, and monitored.

Mandates the commissioner make all applications and requested/awarded grant amounts publicly available within 30 days of the application deadline through the department website and dormitory authority website.

Requires the commissioner and president of the dormitory authority of the state of New York to conduct at least one public hearing in Kings County at least 60 days prior to the date of award.

Takes effect immediately upon enactment.
