Adds new section 380.55 to the Criminal Procedure Law regarding poor person relief on appeal.

Allows a sentencing court to discretionarily grant poor person relief on appeal to defendants who had counsel assigned at trial due to financial inability.

Requires assigned counsel to represent that the defendant remains financially eligible for counsel assignment and that granting relief will expedite the appeal.

Requires the sentencing court to file a written order and provide a copy to the appropriate appellate court if the application is granted.

Preserves the defendant's right to make a de novo application for poor person relief to the appellate court even if the trial court denies the initial application.
