Creates the "Truth in Spending Act" requiring disclosure requirements prior to disbursement of budgetary allocations requested by the governor or members of the legislature.

Mandates that appropriated funds include a brief description of the project to be funded.

Requires the governor or legislator requesting the appropriation to sign a conflict of interest form prescribed by the attorney general and submit it to the attorney general for review.

Requires disclosure of all political donations of $4,000 or more received by the requesting official from the intended recipient of funds within the past five years.

Requires the conflict of interest form to be signed under penalty of perjury and filed with either the assembly clerk or senate sergeant at arms depending on the legislator's chamber.
