Requires each combination gas and electric corporation to file an application with the Public Service Commission by April 1, 2017 to establish a residential tariff for electric vehicle charging.

Defines "eligible vehicle" as a four-wheeled motor vehicle with gross vehicle weight not exceeding 8,500 pounds, capable of at least 55 mph, and powered at least partly by an electric motor drawing from a hydrogen fuel cell or battery with minimum 4 kilowatt-hour capacity.

Directs the Public Service Commission to approve, modify, or reject proposed tariffs after notice and public comment, with utilities required to make approved tariffs available to customers within 60 days.

Allows utilities to propose tariff revisions at any time based on changing costs or conditions.

Requires utilities to periodically report to the Commission on customer enrollment numbers, total electricity delivered under the tariff, and other data as prescribed by the Commission.
