Defines "exoneree" as any person granted a judgment for unjust conviction and imprisonment under Court of Claims Act Section 8-b.

Expands eligibility for wrongful conviction claims by broadening grounds for conviction reversal or vacation to include violations of federal or state constitutional law under which the accusatory instrument was based.

Requires exonerees to receive conviction record sealing, tax-free compensation, health insurance coverage (fully state-paid), attorney's fees reimbursement, and tuition awards for CUNY or SUNY enrollment up to the federal Title IV cost of attendance limit.

Entitles exonerees to public housing assistance with highest priority placement and all parolee benefits from the Division of Parole.

Provides exonerees mental health discharge planning services and permits them to pursue additional civil lawsuits against state agencies or employees related to their wrongful conviction.
