Amends the State Administrative Procedure Act to require agencies to identify the website address where full text of emergency rules has been posted when the notice contains only a description instead of the complete text.

Requires that when an emergency rule notice contains only a description (for rules exceeding 2,000 words), the full text must be posted on a website maintained by the agency or another state entity as soon as practicable, but no later than the date the notice is published in the State Register.

Takes effect on January 1 following the date the bill becomes law and applies to any emergency rules filed with the Secretary of State on or after that date.
