Amends Public Health Law by adding Section 2507 to address WIC vendor authorization for specialty infant formula products.

Requires all WIC vendors be authorized to sell any WIC-covered products, including specialty infant formula prescribed for specific medical conditions, unless the Commissioner specifically limits or bars them.

Prohibits the Commissioner from applying arbitrary criteria or creating unreasonable barriers to WIC participants' access to specialty infant formula; criteria must be reasonably related to promoting beneficiary access and administering WIC with integrity, efficiency, and security.

Takes effect 180 days after becoming law; Commissioner of Health must immediately begin making regulations and taking actions necessary to implement the provisions.
