Amends Public Service Law Section 66 to prohibit utility corporations from wheeling or delivering electricity or natural gas to residential customers, limiting such services to non-residential customers only.

Modifies the requirement that the Public Service Commission find wheeling arrangements are in the overall best interest of ratepayers and that rates adequately compensate the utility for use of its facilities.

Amends Public Service Law Section 66-d to clarify that natural gas contract carrier authorization applies only to non-residential consumers of natural gas produced or transported within New York State.

Restricts the Public Service Commission's authority to order gas corporations to transport contract gas to non-residential consumers only, removing any implicit authorization for residential customer service.
