Requires appeals by agencies from court orders requiring record disclosure under freedom of information law to follow standard appellate procedures under Civil Practice Law and Rules section 5513(a).

Grants preference status to agency appeals of disclosure orders, allowing them to be brought for argument on terms set by the presiding justice.

Deems an agency appeal abandoned if the agency fails to serve and file a record and brief within 60 days of the notice of appeal, unless all parties consent to extension or the court grants further extension for good cause.

Amends Civil Practice Law and Rules Rule 5521 to include freedom of information appeals among those entitled to preference in the appellate division.

Takes effect 180 days after becoming law.
