Authorizes Christopher Dyroff to file an application for retroactive membership in the New York State and Local Employees' Retirement System with a membership date of October 16, 2008.

Application must be filed with the state comptroller within 1 year of the act's effective date to establish membership dating back to when Dyroff commenced employment with the town of Highlands planning board.

Town of Highlands is responsible for bearing all past service costs associated with the retroactive membership; no refund of member contributions shall be provided to Dyroff.

Changes Dyroff's retirement system status from Tier 6 to Tier 4 based on the earlier membership date, despite his current employment as a groundskeeper with the town of Haverstraw since May 2015.

Act takes effect immediately upon enactment.
