Requires the commissioner of economic development to publish contract award announcements in the procurement opportunities newsletter upon receiving notice that an agency has entered into a contract.

Contract announcements must identify the contract, specify the award date, and provide the name and contact information for each contract recipient.

Mandates that state agencies submit contract award announcements to the procurement opportunities newsletter at the time they enter into a contract.

Takes effect 30 days after becoming law, with the commissioner required to promulgate rules and regulations immediately to implement the provisions.
