Creates a women veterans advisory committee consisting of five members appointed by the governor, temporary president of the senate, speaker of the assembly, and minority leaders of both chambers.

Requires all committee members to be women who are former members of the U.S. armed forces (including New York Army and Air National Guard) with honorable discharge status.

Mandates consideration of director of veterans' affairs recommendations, geographical balance between urban and rural areas, state cultural diversity representation, and level of activity in the veteran community when making appointments.

Establishes legislative findings noting women comprise 15 percent of U.S. veterans and often fail to self-identify as veterans or access available benefits due to lack of understanding about unique post-deployment challenges.
