President of the State Civil Service Commission must prepare an annual report by March 1st each year detailing the feasibility of alternative work schedules and flexible work hours in state agencies.

Report must include analysis of how alternative work schedules and flexible hours could be implemented across departments, including number of positions that could participate and advantages and disadvantages of such programs.

President must compile input from each state agency regarding alternative work schedules and flexible hours, and consider how different agencies may have varying abilities to accommodate such programs.

No plan for alternative work schedules or flexible work hours can be implemented or enforced for employees represented by a bargaining unit unless approved through a collective bargaining agreement.

Act takes effect immediately upon passage.
