Capital District Transportation Authority is authorized to administer taxicab driver permits and vehicle registrations/licenses on behalf of cities, towns, or villages in its district that adopt identical taxicab ordinances.

"Administer" is limited to processing applications, referring applicants for medical and drug/alcohol testing, processing background checks, forwarding documentation to municipalities, and collecting complaints—the authority cannot approve/deny applications or impose penalties.

All costs of administering agreements shall be borne entirely by the participating city, town, or village, with the authority certifying costs by June 1 each year and payment due by September 1.

Agreement automatically terminates if a municipality fails to pay certified costs within 20 days of the due date, and the agreement becomes void if the authority fails to submit required cost reports within 90 days.

The authority is prohibited from increasing bus fares, decreasing service, or altering transportation services to its primary purpose due to performance of taxicab administration duties; the act expires July 1, 2021.
