Authorizes the village of Hudson Falls in Washington County to discontinue use of approximately 2.84 acres of parkland (bordered by Main Street, Clark Street, Locust Street, and Hudson Falls Central School District property) and convert it to municipal parking.

Requires the village to dedicate funds equal to or greater than the fair market value of the discontinued parkland toward capital improvements of existing park and recreational facilities or acquisition of additional park and recreational facilities.

Prohibits discontinuance of the parkland if the village received any federal funding for its purchase, maintenance, or improvement until the village complies with all applicable federal requirements and satisfies the Secretary of the Interior that replacement lands are equivalent in fair market value and usefulness.

Takes effect immediately upon enactment.
