Requires advanced metering infrastructure (AMI) devices for electric, gas, and water utilities to meet FCC standards for radio frequency emissions, ANSI specifications for meter accuracy, and commission-established standards for customer health, safety, and data protection.

Grants customers the right to decline installation of two-way smart meters at no penalty, fee, or service charge, with 90 days' notice required before installation.

Allows customers to request removal of two-way smart meters within 365 days of installation at no cost; removal requests after 365 days may incur a commission-determined fee.

Prohibits utilities from installing two-way smart meters in multiple dwellings, condominiums, or cooperatives if more than 30 percent of customers decline installation within 90 days of receiving 180 days' advance notice.

Requires utilities to maintain records of customer responses to smart meter installation notices for at least three years.
