Establishes the Yonkers Joint Schools Construction (YJSC) board as a joint instrumentality of the city and school district to oversee school construction and modernization projects.

Authorizes up to $523 million in bonds to finance construction of up to three new schools and critical infrastructure repairs at existing schools, with additional funds for debt service reserves and issuance costs.

Requires development of a comprehensive joint schools construction and modernization plan addressing project costs, financing methods, technology infrastructure, diversity goals, and public hearings in affected neighborhoods.

Exempts YJSC board projects from competitive bidding requirements when project labor agreements are used, and establishes requirements for minority and women-owned business enterprise (MWBE) participation with a compliance officer to monitor utilization goals.

Amends education law and public authorities law to allow Yonkers to finance projects through the municipal bond bank agency or industrial development agency at competitive interest rates, with state building aid directed to the city rather than the school district.
