Establishes a wage data clearinghouse administered by a New York academic institution with labor data analysis experience, selected through request for proposal process by the Labor Commissioner in consultation with the Education Commissioner and state workforce investment board.

Authorizes the Department of Labor to provide the clearinghouse with all available state and federal wage and employment data, including wage records, quarterly census of employment and wages data, and unemployment insurance data, subject to existing disclosure requirements.

Creates a nine-member advisory board appointed equally by the Labor Commissioner, Education Commissioner, and state workforce investment board to include representatives from higher education, workforce programs, businesses, labor organizations, and workforce development experts with geographic diversity consideration.

Directs the clearinghouse to analyze workforce preparation program effectiveness, identify research priorities to close middle skills gaps, and improve long-term employment outcomes for unemployed and underemployed residents, with findings published on department and clearinghouse websites.

Requires an independent evaluation of the program submitted to the Director of the Budget and relevant legislative committees by January 1, 2018, and every four years thereafter.
