Requires social services officials or authorized agencies to notify attorneys for parties and the child's attorney of anticipated placement changes at least 10 days in advance, or the next business day for emergency placements.

Mandates reporting of indicated child abuse or maltreatment reports involving the child or other children in the same home within five days to attorneys and the child's attorney, while protecting confidentiality of foster parent identifying information.

Applies notification requirements to child protective proceedings under Family Court Act Article 10, permanency hearings under Section 1055, and voluntary foster care placements under Social Services Law Section 358-a.

Specifies that indicated reports must include a confidentiality statement limiting use to related court proceedings and prohibiting redisclosure except as authorized by law, and may be transmitted electronically or placed on the court record.

Takes effect 120 days after enactment for most provisions; repeals inconsistent language in Family Court Act Section 1055(b)(i)(E).
