Allows bodies to be removed from New York State without first obtaining a permit, replacing the previous requirement that permits be obtained before removal from the county where death occurred.

Eliminates the exception that previously allowed bodies to be removed to adjacent counties without a permit.

Removes provisions allowing verbal permission by telephone from a registrar or health commissioner for inter-county removal of bodies.

Maintains that burial and removal permits must be issued by the registrar of vital statistics, and preserves existing duties and remuneration of local registrars in processing death certificates and permits.

Repeals subdivision 7 of section 4144 of the public health law and takes effect immediately upon enactment.
