Requires the Commissioner of Veterans' Affairs, jointly with the Commissioner of Labor, to develop a website containing job listings, training materials, and job search information exclusively for veterans, caregivers for disabled veterans, family members of disabled veterans, and family members of active duty military stationed in New York.

Mandates the website include employment opportunities available only through this site and not listed elsewhere, with interactive features allowing applicants to submit resumes, complete applications, check application status, and report job search outcomes.

Directs the commissioners to develop a process for providing exclusive access to the website to eligible users.

Requires the Commissioner of Labor to prepare a report by January 1, 2017 analyzing veteran employment, unemployment rates, employment barriers, successful employment conditions, and recommendations for improving job placement, with updates every five years thereafter.

Requires the employment report to be provided to the governor and legislature and published on the Department of Labor and Division of Veterans' Affairs websites.
