Creates Article 22-A of the Judiciary Law establishing judicial wellness or assistance committees sponsored by state or local bar associations.

Grants confidential communications between committee members and persons providing information the same privilege as attorney-client communications, waivable only by the information provider.

Exempts privilege protection for information indicating a judge is committing or likely to commit a substantial violation of judicial conduct rules.

Provides immunity from civil liability for persons, firms, or corporations acting in good faith when providing information to or participating in these committees, with good faith presumed.

Takes effect immediately upon enactment.
