Requires the commissioner to review vulnerability analysis assessments from water suppliers and issue confidential recommendations to enhance protections against terrorist and cyber attacks.

Adds cyber attack analysis to water supply emergency plan requirements and extends the deadline for water suppliers to include terrorism vulnerability analysis from January 1, 2003 to January 1, 2017.

Mandates the commissioner transmit vulnerability assessments to the superintendent of state police, commissioner of homeland security and emergency services, and chief technology officer, with penalties of class A misdemeanor for unauthorized disclosure.

Allows county health departments to provide guidance to community water systems on vulnerability assessments and emergency planning for terrorist and cyber attack threats.

Authorizes the environmental conservation commissioner to promulgate regulations requiring dam owners to implement safety programs that include prevention of terrorism and cyber terrorism.
