Authorizes Sullivan County to allow Jack Harb, a deputy sheriff, to join the optional twenty-five year retirement plan under Article 14-B of the Retirement and Social Security Law, despite missing the original enrollment deadline through no fault of his own.

Requires Sullivan County to file a resolution with the state comptroller within one year of enactment certifying that Harb did not bar himself from participation, and permits Harb to file a request for coverage within one year of enactment.

Makes Harb eligible for all rights and benefits under Section 551 of the Retirement and Social Security Law upon election to participate.

Sullivan County bears all past service costs associated with implementing this provision, with the option to amortize costs over a five-year period.

Estimated costs include approximately $1,980 in annual contributions for fiscal year 2016-2017 and approximately $2,410 in one-time past service costs (or $550 annually if amortized over five years).
