Extends the Department of Environmental Conservation's authority to manage bluefish (Pomatomus saltatrix) until December 31, 2019, instead of the previous expiration date of December 31, 2016.

Authorizes the department to establish regulations for bluefish management including size limits, catch and possession limits, seasons, closed areas, gear restrictions, permits, recordkeeping, and transportation and sale requirements.

Requires all bluefish regulations to comply with applicable fishery management plans from the Atlantic States Marine Fisheries Commission and the Federal Fishery Conservation and Management Act.

Takes effect immediately upon enactment.
