Amends General Municipal Law section 239-m to require referral of annexation petitions involving water or sewer service to county planning agencies or regional planning councils

Adds new category of annexations requiring county/agency review: those where the annexing municipality or county agency must provide water or sewer service to the area being annexed

Requires municipal governing boards to comply with all section 239-m referral and recommendation requirements before making a final determination on affected annexation petitions

Applies immediately to any annexation petition that has not yet received a final determination by the affected governing boards
