Establishes tiered benefit amounts for eligible individuals receiving enhanced residential care: $1,427 from January 1 to December 31, 2016; $1,502 from January 1 to March 31, 2017; $1,577 from April 1, 2017 to March 31, 2018; and $1,652 from April 1, 2018 and thereafter.

Sets benefit amounts for eligible couples at two times the individual amount for each corresponding time period.

Amends section 209 of the social services law to replace the previous open-ended benefit structure with specific dollar amounts tied to defined time periods.

Effective date tied to the implementation of section 2 of part O of chapter 54 of the laws of 2016.
