Establishes a formal certification requirement for code enforcement officers enforcing the uniform fire prevention and building code or state energy conservation construction code.

Grants the Secretary of State authority to set minimum training and examination requirements for code enforcement officer certification while protecting existing employees who completed basic training as of the effective date from losing eligibility.

Authorizes the Secretary of State to issue, revoke, or suspend code enforcement officer certifications, including suspensions for material failures in duties such as errors or omissions on inspection reports, with hearings conducted under the state administrative procedure act.

Requires the Secretary of State to investigate and conduct hearings on complaints against code enforcement personnel and establish standards for code enforcement training programs, instructor qualifications, and in-service training.

Takes effect 90 days after becoming law.
