Expands the list of agencies required to submit regulatory agendas to include the State Gaming Commission, Office of Mental Health, and Office for People with Developmental Disabilities.

Changes regulatory agenda publication requirement from twice yearly (January and June) to any regular issue published during January.

Allows agencies to update regulatory agendas on their websites by adding new rules being considered, with new listings clearly marked for at least 30 days.

Requires agencies to include draft versions of potential rules in their regulatory agenda information when publicly available.

Extends the expiration date of the regulatory agenda provisions from December 31, 2016 to December 31, 2020.
