Amends public health law to establish the "independent senior housing resident freedom of choice act," protecting residents' rights to independently obtain personal care, home care, and case management services from licensed providers of their choice.

Allows independent senior housing residents to personally select and obtain services from licensed home care agencies, certified home health agencies, long-term home health care programs, programs of all-inclusive care for the elderly, or other managed long-term care programs.

Prohibits independent senior housing operators from limiting residents' service options or inducing residents to use specific providers where the operator or staff receive any financial benefit or other advantage from such referrals.

Permits housing operators to continue providing room, board, laundry, housekeeping, transportation, security, information and referral, and emergency response services without restriction.

Takes effect immediately upon enactment.
