Amends the definition of "reconstruction" in the Urban Development Corporation Act to require new buildings be similar in architecture and size to previously existing buildings at the same location.

Removes the requirement that reconstructed buildings match the "purpose" of the original building, allowing greater flexibility in how rebuilt structures are used.

Changes from requiring similarity in "architecture, size and purpose" to only "architecture and size" for reconstruction projects.

Takes effect immediately upon enactment.
