Directs the commissioner of health to conduct a study on medical marihuana implementation focusing on banking, tax revenue collection, and employment tax collection issues.

Study must examine methods used by the Department of Taxation and Finance to collect and transfer medical marihuana business revenue, collection of worker taxes and workers compensation payments, and banking opportunities for licensed registered organizations.

Requires the study to be conducted by a qualified entity with experience in medical marihuana regulatory implementation and markets in other states with more developed programs than New York.

Study must be completed and submitted to the legislature no later than January 16, 2017.

Implementation of the medical marihuana program shall not be delayed pending the outcome of the study.
