Allows trained library employees to administer opioid antagonists during emergencies if the library elects to participate in the opioid antagonist program, with participation being voluntary.

Extends liability protections to public libraries and their employees, shielding them from criminal, civil, or administrative liability when acting reasonably and in good faith under the law's provisions.

Requires participating public libraries to comply with Public Health Law requirements including clinical oversight, record keeping, and reporting.
