Mandates stores maintain visible, accessible, clearly marked collection bins for plastic carryout bags and film plastic at all stores not in enclosed malls and stores of at least 50,000 square feet in enclosed malls.

Requires collected plastic bags and film to be regularly emptied, transported, and recycled, with records maintained for a minimum of three years and submitted annually to the department by December 31st (may be submitted electronically).

Directs the department to post aggregated recycling information collected from stores on its website annually by March 31st.

Requires stores to make reusable bags available for purchase and permit customers to use reusable bags in place of plastic or paper carryout bags.
