Establishes an electronic voter registration transmittal system allowing applicants to register to vote online through the State Board of Elections, with applications electronically transmitted to applicable county or city boards of elections for processing.

Requires the online voter registration application to include all information required under current law, with applicants affirming the information under penalty of perjury using electronic or manual signatures.

Permits applicants to consent to use of electronic signature copies from the Department of Motor Vehicles or other designated agencies as their voter registration exemplar signature, or to provide signatures through direct upload compliant with New York's electronic signature laws.

Requires online registration applications to be provided in languages mandated by the federal Voting Rights Act of 1965 and to include accessibility accommodations for persons with disabilities.

Allows voters to register without an exemplar signature; the board must send a form within ten days requesting signature submission, and voters without signatures can still vote using the same procedure as voters whose identity verification is pending.

Takes effect on the earlier of two years after enactment or five days after the State Board of Elections certifies that necessary information technology infrastructure is functional.
