Creates new Article 168 of Education Law to establish licensure requirements for pathologists' assistants in New York State.

Requires pathologists' assistants to obtain a bachelor's or higher degree from a registered program, pass an examination, be at least 21 years old, demonstrate good moral character, and pay licensing fees for initial licensure and triennial registration.

Allows individuals with two or more years of experience as a pathologists' assistant within five years prior to the effective date to be licensed without meeting education and examination requirements if they apply within two years of the law's effective date.

Establishes a State Committee for Pathologists' Assistants composed of at least five members including one licensed pathology physician, three licensed pathologists' assistants, and one public representative to advise on licensure and professional conduct matters.

Permits limited permits for applicants who meet all requirements except the examination, valid for one year with possible one-year extension; restricts pathologists' assistants from diagnosing or providing medical opinions and requires they work under supervision of a licensed anatomic pathology physician.
