Amends Section 13 of the Onondaga Lake Amphitheater Infrastructure and Revitalization Project act (Chapter 351 of the Laws of 2014)

Extends the expiration date of the act from two years to four years after the effective date

Allows the project to continue beyond the expiration date if Onondaga County has issued requests for qualifications prior to repeal

Takes effect immediately upon enactment
