Authorizes the New York City Department of Citywide Administrative Services (DCAS) to administer a Qualified Incumbent Examination (QIE) for provisional employees who have served at least two years in a competitive title, allowing them to be appointed to permanent positions without completing standard open competitive exams.

Limits QIE administration to 136 specified job titles listed in the bill, and prohibits QIE use when an eligible list from a regular competitive exam exists with three or more candidates.

Requires DCAS employers to submit a comprehensive revised plan to reduce provisional appointments by November 1, 2018, subject to approval by the state civil service commission within 60 days of submission.

Extends the expiration date of provisional employee provisions from December 31, 2016 to December 31, 2018, allowing the orderly transition of affected employees while maintaining the constitutional requirement for merit-based appointments.

Allows QIE appointment lists to be used before open competitive exam lists and credits provisional service time toward probationary periods up to a maximum of nine months.
