Requires the Office of Mental Health to submit a written report to the legislature at least 365 days before seeking closure of any facility or institution, including justification for the proposed closure.

Grants the legislature or appropriate committees the power to deny closure if they find the proposal is not justified; closure cannot occur without majority vote approval from both houses of the legislature.

Applies the same 365-day notice and legislative approval requirements to the Office of Children and Family Services when closing secure or limited secure facilities.

Requires both offices to consult with relevant state agencies to develop strategies minimizing workforce impacts, economic impacts, and ensuring 12-month advance notice to local governments and community organizations.

Effective 30 days after the bill becomes law.
