Amends Section 87 of the Transportation Corporations Law to expand pipe line construction authorization requirements to include towns in addition to villages and cities.

Requires pipe line construction into or through any incorporated village, town, or city to be authorized by a two-thirds vote resolution from the board of trustees, town board, or city legislative body prescribing the route, manner of construction, and terms.

Maintains existing requirements that pavement removal in cities must be directed by the legislative body and requires corporations to post a bond for relaying removed pavements.

Allows cities to sue corporations for costs of relaying pavement that was removed but not properly replaced.

Takes effect immediately upon enactment.
