Amends the financial services law to extend dispute resolution protections for emergency services to include non-participating hospitals, not just physicians.

Requires health care plans to pay non-participating hospitals a reasonable amount for emergency services and ensures insured patients incur no greater out-of-pocket costs than they would with participating hospitals.

Requires health care plans to pay determined reasonable amounts directly to non-participating hospitals when submitting disputes regarding emergency room service fees.

Automatically extends hospital contracts expiring after May 31, 2016 in counties with populations between 178,000 and 182,000 for ninety days to allow mediation of disputed financial terms.

Section 3 expires and is repealed on January 1, 2017; the remaining amendments take effect immediately.
