Establishes a marine mammal and sea turtle protection area consisting of waters from mean high water extending 1,500 feet seaward (or to 15 feet depth in shallow areas) around Plum Island, Great Gull Island, and Little Gull Island.

Designates the protection area to provide habitat for harbor seals, harbor porpoises, gray seals, and sea turtle species including kemp's ridley, green turtles, and leatherback turtles.

Authorizes the Department of Environmental Conservation to promulgate regulations to prevent harassment and protect marine mammals and sea turtles within the protection area.

Creates an advisory committee consisting of representatives from state agencies, environmental groups, marine research institutions, and local officials to advise on management, education, and research of the protection area.

Expires and is repealed on April 1, 2027, and does not impose new fishing restrictions.
