Requires the commissioner of the office for people with developmental disabilities and the commissioner of health to develop a plan for reimbursing transportation services to and from day habilitation programs for people with developmental disabilities.

Transportation reimbursement must be based on provider-specific independently certified financial data from the immediately preceding fiscal year and reimbursed monthly at one-twelfth of the prior fiscal year's actual expenditures.

Reimbursement amounts shall be increased based on applicable trend factors, with the plan to take effect on April 1, 2017, and updated annually.

Plan must address the complexity of transporting individuals with developmental disabilities including on-vehicle supervision needs, reducing travel time to less than 60 minutes, and training in the use of public transportation where appropriate.
