Requires hospitals to provide a full regimen of HIV post-exposure prophylaxis to sexual assault victims, rather than only a seven-day starter pack, when significant HIV exposure has been determined.

Mandates hospitals inform sexual assault victims that payment assistance for HIV post-exposure prophylaxis and follow-up medical care may be available through the Office of Victim Services.

Establishes that sexual assault forensic examinations and related services, including HIV post-exposure prophylaxis, must be provided without charge to survivors, with providers billing the Office of Victim Services directly.

Sets reimbursement rate for sexual assault forensic exam services at up to $800, to be reviewed and adjusted annually, and prohibits providers from billing survivors for covered services.

Allows sexual assault survivors to voluntarily assign private insurance benefits to offset costs, while preserving their right to decline insurance information disclosure without penalty; takes effect 180 days after enactment.
