Directs the Office of Children and Family Services to establish workload standards for child protective services workers through regulations.

Sets maximum workload at no more than 15 active cases per month per full-time child protective services worker.

Allows the office to promulgate regulations requiring lower average workload standards than 15 cases per month if deemed appropriate.

Exempts OCFS workload standard regulations from existing restrictions on the state's power to prescribe employment numbers in social services districts.

Becomes effective 730 days after enactment.
