Amends parks and recreation law to authorize lease or license agreements up to 40 years for equipment and capital improvements at specified historic sites and state parks across multiple park regions.

Adds Sampson State Park to the list of eligible properties by specifically authorizing construction and operation of a full-service marina in the fourth park region.

Requires that any marina lease at Sampson State Park cannot result in displacement of current workers, reduction in hours, wages, or benefits, or impair existing collective bargaining agreements.

Directs that revenues from leases or licenses under this section be deposited into the state park infrastructure fund established under state finance law.

Takes effect immediately upon enactment.
