Adds new section 3242 to New York insurance law exempting certain health insurance entities from standard regulatory requirements when issuing Medicare Part D employer group waiver plans.

Exempts insurers, health maintenance organizations, municipal cooperative health benefit plans, and Article 43 corporations from compliance with insurance law requirements regarding benefit scope, policy filings, and rate reviews by the superintendent for these Medicare plans.

Applies exemption to employer group waiver plans covering prescription drug benefits for Medicare beneficiaries under 42 U.S.C. § 1395w-132, including non-Medicare other health insurance coverage.

Effective immediately with retroactive application to January 1, 2014.
