Authorizes the commissioner of the Office for People with Developmental Disabilities to access criminal history information from the Division of Criminal Justice Services' central data facility under terms agreed upon by both commissioners.

Allows criminal history reports to be summarized for inclusion in an individual's clinical record but requires the original report to be destroyed within 14 days of receipt.

Restricts use of criminal history information to decisions regarding care and treatment, health and safety, privileges, and discharge planning for individuals in schools operated by the office.

Requires the commissioner to establish standards for using criminal history information, including consideration of offense type, conviction date, and relevance to care and treatment decisions.

Mandates written notice to individuals that their criminal history information will be obtained, and provides opportunity to request correction or challenge accuracy of such information through Division of Criminal Justice Services procedures.

Takes effect 90 days after becoming law.
