Establishes a 19-member Autism Spectrum Disorders Advisory Board within the office, consisting of 10 appointed members and 9 ex officio members from state agencies.

Appointed members include 2 each appointed by the governor, senate temporary president, assembly speaker, senate minority leader, and assembly minority leader; each appointing authority must appoint one professional in autism and one family or self-advocate.

Nine ex officio members represent the Office for People with Developmental Disabilities, Department of Education, Office of Mental Health, Office of Children and Family Services, Department of Health, Developmental Disabilities Planning Council, Council on Children and Families, and Office of Vocational and Educational Services for Individuals with Disabilities.

Board shall study effectiveness of current supports and services for autism spectrum disorder patients, identify needed legislative and regulatory changes, and improve interagency coordination of services.

Board must meet at least quarterly with public notice of meetings and submit annual reports to the governor and legislative leaders beginning October 1st of the year following enactment.
